But the Coal drops yard area that people are so familiar with nowadays was still a building site.
I've known the area properly for 18 years and the changes we have seen in this time are not short of remarkable and transformative for the local community in so many ways. Some have been positive (it is a lot safer than it was back then) , some not so ( it is a lot more expensive).
When they started planning the master plan (back in the 90s), built environment experts encountered the same difficulty they'd encounter anywhere in the world and although nobody is perfect, I personally think they did better than many others have.
